Why Use Fire Works For Web Designing?

In some ways FW is better yeah. It's has some really helpful features, like "symbols" which is great for menu buttons as you can make changes to one and have it apply to all of them, and it has better corner radius modifications for shapes that Photoshop can't do. It also allows you to create a "master page" that the other pages of your website follow (i.e. no need to make layer comps for each page, and/or copy/paste and/or make duplicate copies of your global design elements that other pages share).

You don't "need" Fireworks, but it does come in handy for a lot of web design related things. It's a bit awkward and frustrating to use at first, especially if you've been using Photoshop for a long time. But if you can get the hang of it, you might find yourself turning to it more and more.

As for the ways it's not better than PS, you can always use PS for those things (like image manipulations and enhancements), and bring them into FW as needed.
