Why Isn't My Cd Booting?(windows Xp)?

I have a usb cd drive and my windows xp cd because i am trying to reformat my computer, but for some odd reason, it is supposed to say " press any key to boot cd" but for me it doesn't do that and just starts windows normally. Im pretty sure i have to change boot menu settings and/or advanced bios features

Before it boots, you could try pressing, F1-F12 and messing with those options

In BIOS, enable USB boot (you may need to enable USB legacy support as well).  Save the new settings, then restart the computer and reenter BIOS setup.  Select the USB CD drive, which may be listed under CD/DVD drives or removable devices, and move the drive to the start of the boot sequence.  Save the settings and restart.

FYI, problems are far easier to solve when you provide information about the computer, such as make and complete model number, or the motherboard make, model, and revision.
