2000 Jetta Windows Fog Up, An When I Am Driving It I Feel Hot Air Coming Out Of The Lower Vents.?

The only way to preventing that from happening is to turn on the A/C, but it is kind of hard when is cold outside. Also, when checked the vents below the driver side they look open like they have been broken. Is the way it is supposed to look like? Or what?, and please it is kind of annoying driving like that, so I need help.

First, there is a vent temperature door that is stuck in the warm or hot position inside the dash.

Second, even if it is blowing hot air, it should not fog your windows ---- unless the heater core is leaking and blowing moist air, etc.
Does the warm air smell funny or sweet? Are you having to keep putting coolant in the radiator? If so, then it is antifreeze / coolant leaking at the heater.
