"sprtcmd.exe - .net Framework Initialization Error" (windows 7)?

"C:\Windows\Microsoft.NET\Framework\v2.0... could not be loaded"

That's what pops up every time I turn on my computer today. I have a Dell Inspiron, I don't know what make exactly but it's new & the top is green. It has Windows 7. I've searched on how to fix this problem but I can't even use any of my internet browsers or anything to download what I need. I can't use any program on my computer except for Aim & Windows Media Player.
