In Photoshop Cs3 How Do I Make A "cut" In My Background Image To Add A 2nd Image?

In photoshop CS3 how do I make a "cut" in my background image so that I can slide a second image half in front of my bg image half in back of my bg image? For example I have a family member that missed the big family photo, I want to add him in the back, but would rather not erase. I want to make a selected cut (i don't want to say slice because Im unsure if thats the correct tool for the job.) and slide him in. Thanks for your help!
