Your scanner comes with the necessary software to create a scanned image to PDF. Once it scans the item it will prompt you with what file format to save in. Select the PDF option.

It depends on your scanner. If you want to create a PDF from any file from within Windows, you can use a free PDF printer for example. Do not be mislead by the name printer. A PDF printer "prints" something to a PDF file. The PDF printer will show up as a printer on your computer, allowing you to "print" anything to a PDF file. CutePDF Writer for example is a free PDF printer.
