Factory Reset On My Dekstop Failed!?

I was doing a comeplete factory reset/restore when in the middle of the process something popped up saying like "failure could not do something" so SOMETHING failed while the PC was restoring. But now when I start my PC it goes straight to "Windows failed to start. A recent hardware or software change might be the cause" then it just says Windows installation disc in and restart your pc, but I dont have the disc!!! What do I do?!?! I DONT HAVE THE DISC so i cant do anything unless i can fix it without the disc

WHAT KIND OF RETARD ARE YOU?! when i boot up my PC, it will load with a blank screen then show the eMachines logo along with the little f12 and delete button notice, i can get into my BIOS and pick which hard drive/cd/flashdrive to boot up with. thats it, when the error comes up it says ESC. to quit and Continue, they both just restart the PC and it bassically does nothing
